Industry consultant Jari Vähänen, formerly a senior executive at Veikkaus, estimated the entire business could be valued at up to €4.5 billion following the liberalisation of the market.

Veikkaus is adjusting to a partial liberalisation of Finland’s gambling market under the new Gambling Act, which was ratified in January 2026. 

From July 2027, the company will lose exclusivity over betting and iCasino products, which will become licence-based, while retaining exclusive rights for lottery games, scratchcards, slot machines and physical table games.

Carolyn Lidgerwood, an ACMA member, stressed the importance of respecting self-exclusion decisions, stating “providers must respect that decision” and “must have robust systems in place”. 

These remarks align with a broader regulatory focus on harm-minimisation within online gambling, where adherence to self-exclusion protocols is under closer scrutiny.

“These were serious breaches by Dabble. Wagering providers must have robust systems in place to protect people who have chosen to self-exclude,” Lidgerwood added.

The two join Amy Hind and Craig Williams, who pleaded guilty to these offences on 29 June 2026.

Sentencing for Lee, Lee and Hind is set for 23 October 2026 at Southwark Crown Court. Williams will be sentenced at a later date. The Gambling Commission has said trials for the remaining ten defendants will take place in September 2027 and January 2028.

The Commission launched its investigation into various reports of insider betting on the election date in June 2024 after Ladbrokes flagged a bet placed by Williams, who was recorded as a politically exposed person.
